Вот сообщение об ошибке:

Решил вопрос, скопировав mariadb.cnf файл из номинально идентичной системы. Для записи это то, что он содержит, если кто-то еще столкнется с этой проблемой:

# 2. "/etc/mysql/conf.d/*.cnf" to set global options.
